Can the same amount of rose water be used instead of witch hazel?

What is witch hazel? I am from India & cannot get witch hazel here. Is there something else that can be used in its place?

this is a good recipe but if you want to go one step further you can make your own rose water, all it is, is simply leaving a bowl of water and rose petles to sit over night in the moonlight (if you do it the wiccan/pagan way) just watch if you have cats!
